Purpose of consultancy

 

The purpose of the consultancy is to hire the services of a photography company to develop a series of photographs covering several programmes and events in relation to ICPD25 and UNFPA at 50. This year, 2019 marks the 25th anniversary of the ground breaking International Conference on Population and Development and the 50th anniversary of UNFPA.

 

Final products are intended to raise awareness of the ICPD and UNFPA’s mandates areas on maternal health, family planning, youth empowerment, and sexual reproductive health services, and UNFPA’s 50the anniversary. Final products will be used both for internal audiences  (UNFPA internal communications, UNFPA publications and meetings) and external audiences (UNFPA donors, UNFPA website and social media platforms, social media channels including Twitter, Facebook, YouTube and external media channels.

 

Background

  • Provide at least 250 high-resolution publishable digital photographs.
  • All photography should be digital, using professional quality equipment. It is expected that the photographer will use a digital SLR camera with a minimum of 10 megapixels and high-quality lenses; a separate, high quality flash unit should be available for interiors where necessary. The number of unique locations and settings will be agreed with UNFPA.
  • Final, high-resolution images and captions are required to be delivered electronically within 2 working days of return to the point of origin. We seek high-resolution images suitable for high-resolution printing.
  • Full, detailed captions in English for each photograph, provided as a separate text document, specifying accurately the following details:
    • The date of the photograph
    • The location of photograph
    • The name of the main subject (s) where relevant
    • The job titles and organizations represented, of the main subjects
    • A brief description of the activities represented
    • Photography company to ensure that all participants have signed a consent form; no participant will e compensated for participation in the photos. 
    • One lump sum payment shall be made on the completion of each photography assignment after completing the below milestones:

    • Satisfactory submission and acceptance of a series of final, high-resolution images and captions delivered electronically within two working days of an event or programme site visit

Duraration and schedule:

The photography company will be engaged on an 'as needed' basis for a period of 60 days for the period 16 April 2019 – 15 June 2019

Delivery dates and how work will be delivered:

  • The photography company will submit deliverables electronically.  All deliverables are exclusive to UNFPA and will be distributed through internal and external platforms.
  • Deliverables include:
  • Series of photographs from various locations visited for use by UNFPA;
    • (Still photos of subjects for use in human-interest stories and on social media platforms.)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

UNFPA will monitor the implementation of the consultancy through regular discussions/phone calls/emails/meetings with the photography company on progress made in the production of the photographs.

Supervisory arrangements:

The photography company will work under the direct supervision of the UNFPA Sierra Leone communications specialist and overall direction of the country representative.

Expected travel:

The photography company is expected to travel to project sites and events with transportation provided by UNFPA.

Required expertise, qualifications and competencies, including language requirements:

Professional experience

  • Minimum 3 years of photography production, media and communications
  • Relevant experience in developing photographs, preferably for UN agencies and especially UNFPA

Language Skills

  • Fluency in English

Overview of Evaluation Process

Quotations will be evaluated based on the technical proposal and the total cost of the services (price quote).

The evaluation will be carried out in a two-step process by an ad-hoc evaluation panel. Technical proposals will be evaluated for technical compliance prior to the comparison of price quotes.

Award Criteria

UNFPA shall award a Purchase Order on a fixed-cost basis to the lowest-priced most technically acceptable offer.
