Twenty one Anesthetic Technicians and 91 midwives in training signed bonding agreements with the Ministry of Health and Sanitation (MoHS) and UNFPA on 4 July 2016, for the MoHS to have the exclusive right to deploy them in any part of the country in need of them after completing their courses for at least three years, in return for educational support while pursuing the courses. The ceremony took place at the Princess Christian Maternity Hospital (PCMH) compound, Freetown.

The midwives comprise 47 new intakes and 44 continuing students of the National School of Midwifery, while the Anesthetic Technicians are continuing second year students of the National Nurse Anesthetic Training Programme, both located at the Princess Christian Maternity Hospital compound in Freetown.

The Deputy Director of Nursing, Mary Fullah and the Human Resource Manager, Health, MoHS, Emile Koroma administered the bonding agreement on behalf of Directorate of Nursing and Midwifery Services and the Directorate of Human Resources for Health, MoHS and the United Nations Population Fund.

The support from UNFPA to the students in training include payment of tuition fees and allowances, monitoring and supervision during clinical placement, provision of learning and teaching materials, and equipping the skills labs of both institution.

Through this strategy UNFPA and the MoHS are able to ensure that skilled professional midwives and anesthetics technicians are deployed to communities in need of their services, especially in remote rural settings, where professional normally shy away from.
