Post Title:                              Finance/Procurement Analyst

Duration:                               One year Service Contract initially, renewable subject to satisfactory performance

Under the guidance and supervision of the International Operations Manager (IOM), the Finance and Procurement Analyst is responsible for effective delivery of financial management, and support the Procurement management for the Irish Aid supported Project (Girls’ Access to Education and Services (GATES) and the Ebola Response Multi-Partners Trust Fund (MPTF) project in-collaboration with the DFID Saving Lives Project.

 

DUTIES AND RESPONSIBILITIES

1.     Manage  projects finances and procurements.

2.     organize an optimal cost-recovery system to ensure proper mechanisms are in place to eliminate deficiencies in budget management.

3.     Assist in the planning and implementation of procurement management strategies directly related to the projects

4.     Assists and facilitates knowledge building and knowledge sharing within the project team focusing on UNFPA policies, procedures and processes 

5.     Facilitate the project year end closure

 

1)     Manage the projects finances and procurements and organize an optimal cost-recovery system to ensure proper mechanisms are in place to eliminate deficiencies in budget management.

  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UNFPA rules, regulations, policies and processes;
  • Assists and ensure proper control of projects procurements and financial management;
  • Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims and other entitlements are duly processed,
  • Ensure receipting of project goods and services are properly done in compliance with IPSAS and UNFPA policies and procedures.
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.

2)     Assist in the planning and implementation of procurement management strategies directly related to the projects

  • Work with procurement team, develop and implement the procurement plan by ensuring compliance to the policy, guidelines and processes.
  • Support all procurement assignments and ensure the most economical and timely delivery and complete procurement portfolio.
  • In close collaboration and coordination with project  programme and Operations teams, ensure timely planning and implementation of workplans;
  • Prepare all necessary projects procurement documentation for  CRC and LCRC submission
  • Monitors the projects financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions for accuracy

3)     Assists and facilitates knowledge building and knowledge sharing within the project team focusing UNFPA policies, procedures and process 

  • Synthesis of lessons learnt and best practices in Finance, Procurement and general administration for the success of the project.
  • Sound contributions to knowledge networks within UNFPA channels and other relevant forums.

4.  Facilitate the project year end closure:

  • Support the in year-end closure relating to the projects
  • Ensure all period end related activities are performed in a timely and accurate manner
  • Ensure that all transactions are either posted or deleted prior to closure of projects

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: Any of the following

-        Master’s Degree in Business Administration, Finance, Public Administration, Economics or related field

-        Bachelor of Business Administration with  Chartered qualification in procurement – Chartered Institute of Procurement and Supply- atleast CIPS level 4

-        Bachelor of Business Administration with Chartered qualification in accounting from an internationally recognized body i.e ACCA

Knowledge & Experience:

A minimum of 5 years of relevant experience in providing financial and procurement management and advisory services, managing staff and operational systems. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spread sheet and database packages, experience in handling of web based   management   systems   and   ERP   financials,   preferably PeopleSoft. Experience of IPSAS will be a distinct advantage.

Language requirements:
English. Excellent written and spoken communication skills.
